How it works

Digital workers for the public sector

Rising case numbers, a shortage of skilled staff and up to 80 % unstructured data tie up valuable time. Digital workers take over recurring tasks – auditable via BPMN 2.0, GDPR-compliant and around the clock. They provide relief exactly where the pressure is greatest.

Large public agencies

A flood of applications and high-volume processing ties up staff. Digital workers classify incoming mail, check applications for completeness and monitor deadlines.

Example: automatically triage incoming applications and route them to the right department.

Procurement management

Tender and procurement procedures are formally demanding. Digital workers review bids, prepare tender documents and check them against the rulebook.

Example: formal completeness and deadline checks of submitted bids.

Social administration

Benefit applications and official decisions require legally sound justifications. Digital workers handle pre-checks, data integration and decision drafting.

Example: pre-check housing-benefit or integration-assistance applications and generate draft decisions.

Health services

Reporting, applications and certificates create a recurring documentation load. Digital workers capture, validate and route them in a structured way.

Example: capture, plausibility-check and forward notifications at the public health office.

Internal security

Case recording and research cost operational time. Digital workers document cases, reconcile data and prepare information ready for decisions.

Example: case documentation and data reconciliation across multiple registers.

Courts

Case volume and deadlines burden the judiciary. Digital workers summarise files, monitor deadlines and prepare pleadings.

Example: file summaries and deadline management for the registry.

A seamless complement to msg.CodIQ and Agentic Process Automation

Complementing msg.CodIQ

msg.CodIQ provides the social-law intelligence – analysis, justification texts and legal research. Digital workers orchestrate the process around it: receive the application, connect specialist data, embed CodIQ results into decision, approval and dispatch workflows and document them audit-proof.

Example: CodIQ drafts the justification – the digital worker runs decision, approval and dispatch as an end-to-end BPMN process.

Complementing Agentic Process Automation

Agentic Process Automation brings AI agents for unstructured data with a human in the loop. Digital workers based on BPMN 2.0 give these agents the auditable process frame: clear responsibilities, escalation paths, governance and versioning – so adaptive AI stays traceable.

Example: an AI agent extracts data from the application – the digital worker steers checking, escalation and the decision in a governance-compliant way.

Frequently asked questions

The essentials about digital workers and the potential analysis.

What is a digital worker?

A digital worker is neither a chatbot nor a single script, but a modelled process: it recognises a situation, decides based on rules, executes, produces documents and escalates to a human where needed. MR.KNOW distinguishes three levels — Digital Assistant (rule-based on BPMN 2.0), Digital Agent (AI-powered, also handles unstructured data) and Digital Worker (autonomous AI orchestration across system boundaries).

What happens during the potential analysis?

You upload a job description, job ad or specification sheet as a PDF, or enter the text directly. Tasks, workflows and the achievable degree of automation are analysed; you receive the assessment by email, usually within a few minutes. The analysis is free and without obligation.

How long does the introduction take?

A phased approach has proven itself: a compact discovery workshop, from it a working pilot for one concrete use case, then the rollout to further sites or tenants. The first productive use case takes weeks rather than months, because it builds on a platform that already exists.

Do digital workers pay off?

The benefit is twofold: manual effort drops, and so do error rates and lead times. What decides the business case is reuse — most of the effort goes once into the base of data connectivity, extraction and the rule and document engine. Every further digital worker is largely configuration and therefore costs a fraction of the first one.

What about data protection and traceability?

Processes are documented and versioned, prompts are managed in a vault, and the AI models are interchangeable — there is no vendor lock-in. Operation is GDPR-compliant and multi-tenant, either as a highly secure SaaS cloud or on-premise in your own data centre. Decisions therefore remain verifiable, which is an advantage in audited environments.

Do existing systems have to be replaced?

No. The BPMN 2.0 orchestration sits above your existing systems and integrates ERP, CRM, HR systems or specialist applications via open standards, APIs and connectors instead of competing with them. That protects existing investments, regardless of how individual vendors evolve.

Do digital workers replace employees?

No. Digital workers take on the recurring routine share that ties up experienced staff — around the clock and without fluctuations in quality. They close gaps caused by the skills shortage rather than cutting jobs.

Which areas of public administration are digital workers suited to?

Anywhere structured, recurring tasks tie up staff — for example in large public agencies (incoming mail, application checks, deadlines), procurement management (bid and tender checks), social administration (benefit applications, decisions), health services (reporting, certificates), internal security (case recording, data reconciliation) and courts (file summaries, deadline management).

How do digital workers complement msg.CodIQ and Agentic Process Automation?

They provide the process orchestration around them. msg.CodIQ contributes the social-law expertise (analysis, justifications, legal research); the digital worker receives the application, connects specialist data and runs decision, approval and dispatch as an end-to-end BPMN process. Agentic Process Automation brings AI agents for unstructured data — the digital worker gives them the auditable frame with clear responsibilities, escalation and governance.

What is msg Public Sector's role?

msg Public Sector contributes domain knowledge from digitalising public administration and the delivery at the customer; MR.KNOW contributes the no-code BPM platform, the digital workers and their operation. Technology and domain knowledge combine into a finished solution rather than yet another toolbox.
